Workers who are doing work associated to the CARs need this training after April 30, 2021. For example, a worker who operates a piece of mobile equipment will require CAR03 Operation of Mobile Equipment. A worker who does not do work associated to the CARs will not require any of the CARs training.
No. Service provider employees are only required to complete a CAR training module if they are performing work associated with that CAR. Providing too much training poses as much of a risk as not providing enough training. Service providers are expected to consider the work that will be performed and assign CAR modules accordingly.
No, those that have already completed these awareness modules before they were paused in December 2020 are not required at this time to repeat the modules. Your completions will still be logged in the Training Checkr tool on the site. Note that the CAR awareness modules require a refresher every two years.
The CAR modules need to be completed every two years.
Supervisors who supervise or otherwise accountable for the actions of those workers need to complete the modules as well. i.e. If a supervisor has workers who rig in a lifting operation, the supervisor, along with those workers need to complete CAR05 Lifting Mechanisms.
In an effort to be as informed as possible, it’s suggested that H&S professionals complete the training as well.
After April 30, 2021, workers who do not have the CAR training associated to the work they are doing, will not be allowed to continue work until the training is completed.
The completion of each CAR module is hosted in a central database and are available in each region. Complete it in one region, it applies for all. In ValeLearning.ca, the purpose of the “regions” is to show [filter] the available modules in that region. i.e. If you click on Ontario, you'll only see Ontario modules + the CARs, in VNL, you'll see VNL modules + the CARs.

Voisey’s Bay offers this training as part of their fly in operation. You can proactively have your staff complete the online modules applicable to their work through ValeLearning, however can also receive the training through the local Learning & Development Team onsite as they arrive.
Yes, workers still need the technical training for what they’re doing; this might be Ontario or NFLD provincial working at heights training, it might mean an area’s locking and tagging training. In addition to that training, workers now need the CAR Module associated to that work.
The 2020 rollout of CARs was applicable to CARs 1-5. CARs 6-11 does include a CAR related to Confined Space; the release date for the next set of CARs is yet to be determined.
ValeLearnings’s Training Checkr tool will show the online modules completed and their expiry date.
Although we are making adjustments to the modules, we do not foresee a worker having to recertify before the two-year renewal date.
While we recognize there could be an impact to services providers who have a large numbers of employees and/or are required to complete several of the CARs, we estimate, that for the most part, the impact will be minimal. We request our service providers consider the administrative effort associated with managing reimbursements against the benefits of improved HSE performance and the overall benefit to the business relationship. For those service providers who feel the additional training represents too large a burden, please work with your plant/project contact to coordinate reimbursement via your existing contract, keeping in mind training is only required when employees perform work related to the CARs. Please note, evidence of a formal risk assessment against the work currently being performed must accompany any request for reimbursement. Service providers will not be reimbursed for CAR training that is not required (refer to Q&A above).
